Sauron adopted the symbol of a lidless eye, and he was at that time able to send out his will over Middle-earth, so that the Eye of Sauron was a symbol of power and fear.
Gollum ventured to the very roots of the Misty Mountains, where he survived on cave fish and small goblins who strayed too far from the stronghold of the Great Goblin. Over the years, his eyes adapted to the dark and became "lamp-like", shining with a sickly pale light in the dark.
